Results of the project "Enhancing judicial engagement and transparency in Mongolia" discussed

The closing ceremony of the project "Enhancing Judicial Engagement and Transparency in Mongolia" (2024–2026), funded by the European Union and jointly implemented by the International Development Law Organization (IDLO) and the Judicial General Council, was held on June 23, 2026.
Implemented over a period of two years, the project aimed to strengthen the transparency and accountability of judicial organizations by expanding the participation of civil society and media organizations, thereby ultimately increasing public trust in the courts.

Within the framework of the project, the Judicial Training, Research and Information Academy (JTRII), the Judicial Disciplinary Committee, the Press Institute, Globe International Center, and the International Development Law Organization (IDLO) worked in close cooperation to implement multi-faceted activities aimed at strengthening collaboration between judicial institutions, civil society, and media organizations.

Opening remarks at the closing event were delivered by P. Zolzaya, Chairperson of the Judicial General Council, Ina Marčiulionytė, Ambassador of the European Union to Mongolia, and Charles Bolland, Resident Representative of the International Development Law Organization (IDLO), who shared their perspectives on the project’s outcomes and significance.

Following the opening, N. Odontuya, Program Manager of IDLO, presented on the project's implementation and achievements. Additionally, B. Turbold, Executive Director of the "Intellectual Innovation” NGO, presented a comparative analysis of the baseline and endline survey results, highlighting the positive shifts and progress achieved in the cooperation and transparency of judicial organizations.
As part of the event, two panel discussions were organized to review the activities implemented and results achieved in strengthening cooperation between judicial and civil society organizations.

During the discussions, S. Nasanjargal, Head of the Information Center of the Judicial Academy, highlighted that the Academy actively worked to strengthen the judiciary's capacity to communicate with the media and to make court information more comprehensible and accessible to the public. She noted that the Academy conducted a needs-assessment survey among Chief Judges on media relations, developed and approved a specialized curriculum, and successfully organized the training "Judiciary and Media Relations" in two sessions for 100 participants, including Chief Judges and court staff. Furthermore, B. Dulguun, Head of the Research Center of the Judicial Academy, highlighted the productivity of presenting and discussing a study on the "Judge-Spokesperson" model.

In his closing remarks, Charles Bolland, Resident Representative of IDLO, stated: "We are pleased that this project has successfully achieved its goal of increasing public trust in the Mongolian courts. Strengthening cooperation and mutual understanding between judicial institutions, the media, and civil society organizations played a crucial role in achieving this result."
