Experience exchanged with Bavaria’s Chief prosecutor on illicit asset forfeiture systems

N. Batzorig, Justice of the Civil Chamber of the Supreme Court and Director D.Erdenechimeg of the Judicial Training, Research and Information Academy received Hildegard Bäumler-Hösl, Chief Public Prosecutor and Head of the Central Office for Combating Money Laundering and Asset Recovery (ZGV) of the State of Bavaria, Federal Republic of Germany, on June 18, 2026.
In light of the draft Law on Recovering Unlawfully Acquired Assets of Public Officials through Civil Proceedings recently submitted to the Parliament by the Ministry of Justice and Home Affairs, the meeting focused on studying Germany's legal framework and practical experience.
Ms. Hildegard Bäumler-Hösl highlighted how Germany eliminated a lengthy and bureaucratic process where victims had to file separate lawsuits in civil court to claim damages after criminal cases were resolved. She explained that by introducing a combined criminal and civil procedural framework, German criminal courts now concurrently and swiftly issue rulings on sentencing, the forfeiture of illicitly obtained assets, and the recovery of damages in a single proceeding.
The meeting was also attended by S.Nasanjargal, Head of the Information Center of the Judicial Academy, and S. Amarmend, Legal Project Manager of the Hanns Seidel Foundation.
