International academic conference on "Environmental protection legislation and it's measurable outcomes" held in Selenge aimag

The Supreme Court of Mongolia, the Judicial Academy, and the Courts of Selenge Aimag jointly organized the International academic conference on "Environmental protection legislation and it's measurable outcomes" on June 5, 2026, in Sukhbaatar Soum, Selenge Aimag.
This international conference was held within the framework of the centenary of the modern judicial system in Mongolia and the 100th anniversary of the Selenge aimag Courts. It aimed to deliberate on the environmental legal frameworks, pressing challenges, and future trends of both countries, as well as to facilitate the mutual exchange of practical experiences.
The conference was opened by G. Davaarenchin, Chief Judge of the Criminal and Civil Appeals Court of Selenge Aimag, followed by welcoming remarks from Kim Taeho, President of the Korean Association for Environmental Law, and N. Lkhagvadorj, Governor of Selenge aimag.



During the academic session, D. Erdenechimeg, Director of the Judicial Academy, presented a paper titled "Public Interest Litigation in Mongolia: The Case of the environment," while Professor Kim Sungbae from Kookmin University College of Law delivered a presentation on "The Status, Development, and Impact on Disputes of Legislation for Compensating, Remediating, and Restoring Environmental Pollution Damages." Furthermore, B. Munkhzaya, Judge of the Administrative Court of First Instance of Selenge Aimag, addressed the pressing challenges in administrative judicial proceedings related to the environment, and Kim Taeho, President of the Korean Association for Environmental Law, outlined the core challenges in climate change litigation in the Republic of Korea.

In addition, R. Bayarkhuu, Chief Judge of the Inter-soum Court of First Instance of Selenge Aimag, spoke on the topic of "The Constituent elements of environmental crimes, specifics of case qualification, criminal liability, and theoretical and practical complications." Concurrently, Major B. Bat-Enkh, Senior Enforcement Officer in charge of Non-Custodial Sanctions Execution at the Court Decision Executive Agency of Selenge Aimag, discussed the challenges regarding the confiscation of property and the forfeiture of technical equipment used in illegal mining operations.




Following the presentations, an open panel discussion took place among experts from both countries. The session was moderated by T. Munkh-Erdene, Judge of the Capital Administrative Court of First Instance and featured B. Tsogt and S. Soyombo-Erdene, Justices of the Supreme Court of Mongolia, alongside Professor Park Siwon from Kangwon National University Law School and Professor Lee Googhyun from Chungbuk National University Law School as panelists, who thoroughly deliberated on the sector's pressing issues from various perspectives. At the conclusion of the conference, B. Erdenekhishig, Judge of the Criminal and Civil Appeals Court of Selenge Aimag, delivered the closing summary of the proceedings.



In her closing remarks, S. Zayadelger, Chief of Secretariat of the Supreme Court of Mongolia, emphasized that this conference, held on the threshold of a new century for the judiciary and during the historic 100th anniversary of the Selenge Aimag Courts, served as a highly effective initiative that made a tangible contribution to elevating judicial and legal cooperation between the two nations to a new level.
