Academic conference on "Challenges in adjudicating Criminal, Civil, and Administrative disputes involving public servants" held in Zavkhan

To commemorate the 100th anniversary of the establishment of the judiciary in Zavkhan Province, the Supreme Court of Mongolia, the Judicial Academy, and the Courts of Zavkhan Province jointly organized an academic conference on April 27, 2026.
The conference was moderated by D. Erdenechimeg, Director of the Judicial Academy, and opened with remarks by D. Ganzorig, Chief Justice of the Supreme Court of Mongolia. In his opening, Chief Justice Ganzorig highlighted critical statistics:
377 public servants have been convicted of corruption offenses in the last two years, representing the highest percentage of crimes committed within the public service. The breakdown of these convictions includes 32.89% from public service, 29.44% from public administration, and 25.73% from special public services, indicating that corruption risks permeate all levels of government. He emphasized that the transparency of corruption trials through live streaming in recent years has significantly contributed to increasing public trust in the judiciary.
The following research papers were presented during the conference:
- B. Enkhjargal, Judge of the Inter-sum First Instance Court of Zavkhan Province: "Challenges in Adjudicating Civil Cases Involving Public Servants".
- Ch. Tsend-Ochir, Judge of the Administrative First Instance Court of Zavkhan Province: "Supervision and Liability for Officials Issuing Illegal Administrative Acts".
- Z. Nandintsetseg, Judge of the Zavkhan Province Court of Civil and Criminal Appeals: "Conflicts of Interest and Corruption Crimes".
- Sh. Damdindorj, Supervising Prosecutor of the Zavkhan Province Prosecutor's Office: "Distinguishing Negligence from Corruption Offenses".
The event featured a panel discussion with Ch. Khosbayar (Presiding Justice of the Criminal Chamber), M. Batsuuri (Justice of the Administrative Chamber), and N. Batzorig (Justice of the Civil Chamber) of the Supreme Court, who discussed judicial practices and legal applications.
In the closing remarks, B. Namkhaidorj, Chief Judge of the Zavkhan Province Court of Civil and Criminal Appeals, expressed gratitude and emphasized that the recommendations from this conference would be integrated into judicial practice.
