Judicial Academy Exchanges Views on Cooperation with the Research and Training Institute of the Ministry of Justice of Japan

D. Erdenechimeg, Director of the Judicial Training, Research and Information Academy, together with G. Khaliunaa, Head of the Training Center, and B. Dulguun, Head of the Research Center, received a delegation from the Research and Training Institute of the Ministry of Justice of Japan on February 4, 2026. The delegation led by Hiroyuki Ito, Director of the International Cooperation Department of the Research and Training Institute; Professor Ryu Higuchi of the International Cooperation Department; Shogo Takahashi, Senior Specialist for International Affairs of the International Relations Division under the General Affairs and Planning Department of the Research and Training Institute; and Hideo Oka, Attorney-at-Law of Taisho Law Firm.

The Research and Training Institute of the Ministry of Justice of Japan is actively engaged in providing international technical and legal assistance, strengthening human resource capacity, and contributing to the development of draft legislation and oversight systems. Within the framework of international cooperation, the Institute regularly implements joint training programs, research initiatives, and experience-sharing activities with partner countries.

During the meeting, the parties exchanged views on studying Japan’s best practices in family court adjudication in connection with the establishment of specialized Family and Juvenile Courts in Mongolia. They also discussed the development of specialized training programs for family court judges, joint research- and training-based projects, and opportunities for long-term cooperation.

On this occasion, Director D. Erdenechimeg expressed the Academy’s interest in cooperating on comprehensive training programs for judges newly appointed to Mongolia’s specialized Juvenile and Family Courts. She emphasized that such cooperation would play an important role in strengthening the professional capacity of family court judges and in promoting a human rights–based, child-centered, and mediation-oriented approach to resolving family disputes in Mongolia.
Hiroyuki Ito, Director of the International Cooperation Department, and Professor Ryu Higuchi of the Research and Training Institute of the Ministry of Justice of Japan informed the participants that preparations are underway to organize a study visit program in Japan in June, 2026 in cooperation with the International Development Law Organization (IDLO) focusing on family court matters. They further noted that the program will include presentations on how specialized training for family court judges is organized and implemented in Japan.
