N. Khulan, Head of the Administrative law sector at the Research Center of the Judicial Academy, participated in the international training program entitled “Territorial Governance and Development”, held in Paris, France, from 12-16 October 2026, within the framework of cooperation between the Judicial Academy and the Embassy of the French Republic in Mongolia.

Organised by the French National School of Administration, the training brought together representatives from 12 countries to exchange knowledge and experience on France’s public administration and territorial governance systems, as well as the processes of public policy formulation and implementation.

The program covered the legal framework governing territorial administration; administrative, financial and budgetary policies; the respective functions and coordination of central and local government authorities and the processes of decentralisation and devolution of executive powers to the local level.
