The heads of Mongolia’s judicial institutions, including the Supreme Court of Mongolia, the Judicial Academy, the Judicial General Council and the Judicial Disciplinary Committee, met with a delegation from the International Development Law Organization, led by General Director Jan Beagle and Charles Bolland, IDLO Country Representative in Mongolia, on 19 October 2026.

During the meeting, the parties exchanged views on the implementation of joint projects and programmes, their achievements and lessons learned, and the ongoing judicial reforms and priority areas in Mongolia. Discussions also focused on improving access to justice, enhancing judicial transparency and strengthening public trust in the judiciary.

The meeting further provided an opportunity to share views and experiences gained through Phase II of the Strengthening the Response to Gender-Based Violence in Mongolia (2025–2030) project, implemented by IDLO, and the European Union-funded Judicial Engagement and Transparency Project (2024–2026).

N. Bayarmaa, Presiding Justice of the Civil Chamber of the Supreme Court of Mongolia, highlighted the longstanding cooperation between Mongolia’s judicial institutions and IDLO in implementing a number of important projects. She noted that IDLO had demonstrated a deep understanding of the practical needs and requirements of judicial institutions.

In particular, she expressed her appreciation for IDLO’s support in developing handbooks for judges, court administrative staff and specialists working on family and children’s cases under the Judicial Engagement and Transparency Project (2024–2026) and Phase II of the Strengthening the Response to Gender-Based Violence in Mongolia (2025–2030) project. The handbooks include Proceedings Involving Domestic Violence and Criminal Offences and Violations Committed by Minors and Family Law and Family Court Proceedings.

Justice N. Bayarmaa expressed her confidence that the newly established Specialized Family and Children’s Court would bring the protection of human rights to a new level and contribute to significant changes in societal attitudes. She also emphasised the importance of broadening the understanding of victim-centred proceedings and working together to establish people-centred judicial processes in Mongolia.

IDLO Director-General Jan Beagle stated that the organisation’s primary objective was to work with its partners to strengthen a justice system that is more accessible, transparent and people-centred. She expressed her pleasure at visiting Mongolia ahead of the opening of the new Specialized Family and Children’s Court and having the opportunity to attend its opening ceremony.

Ms. Beagle stressed that achieving these objectives required not only strengthening the capacity of the judiciary but also ensuring the involvement of a broad range of professionals, including family specialists, psychologists, social workers and teachers. She expressed confidence that continued and expanded cooperation would contribute to building a fair, equal and sustainable society.

P. Zolzaya, Chairperson of the Judicial General Council, emphasised the need to take into account the specific nature of family and children’s cases in establishing the structure of the Specialized Family and Children’s Court. She noted that, in addition to establishing a dedicated family and children’s department within the court, it was essential to further develop the professional expertise of specialists working in this field.

S. Enkhtur, Chairperson of the Judicial Disciplinary Committee, noted that the Committee had been operating as an independent constitutional institution within the judiciary for five years. He expressed his appreciation for IDLO’s contribution through its projects and programmes to strengthening cooperation among judicial institutions and promoting public awareness of judicial activities, particularly those of the Judicial Disciplinary Committee, through collaboration with civil society organisations, media outlets and journalists.

D. Erdenechimeg, Director of the Judicial Academy, welcomed the tangible results achieved through joint projects and programmes with IDLO within a relatively short period. She also expressed her gratitude to Charles Bolland, IDLO Country Representative in Mongolia, and the project team. She emphasised her confidence that cooperation with international organisations would ultimately strengthen public trust in the judiciary and further reinforce the system for protecting the rights of citizens.

The meeting was attended by Supreme Court Justice B. Battseren, Judicial General Council Members O. Janchivnyambuu, L. Ulziijargal and Kh. Erdem-Undrakh, M. Munkh-Aldar, Head of the Secretariat of the Judicial Disciplinary Committee, N. Odontuul, Judge of the District Circuit Court of First Instance for Simplified Criminal and Civil Proceedings, and representatives of IDLO in Mongolia, including Country Representative Charles Bolland and members of the project team.
