Academic conference held in Khovd: Challenges and solutions in adjudicating corruption and official misconduct cases

To commemorate the 100th anniversary of the establishment of the judiciary in Khovd Province, the Supreme Court of Mongolia, the Judicial Academy, and the Courts of Khovd Province jointly organized an academic conference titled "Challenges and Solutions in Adjudicating Corruption and Official Misconduct Cases" on April 24, 2026, in Khovd City.

D. Ganzorig, Chief Justice of the Supreme Court of Mongolia, delivered the keynote speech on the conference theme.

The conference aimed to identify obstacles in the investigation and adjudication of corruption-related crimes, define potential solutions, and develop practical recommendations for judicial application. The following research papers were presented:

  •  J. Otgonkhishig, Judge of the Khovd Province Court of Civil and Criminal Appeals: "Key Considerations in the Judicial Resolution of Official Misconduct Crimes".   
  • B. Munkhzaya, Judge of the Uvs Province Court of Civil and Criminal Appeals: "Legal Regulations and Practical Challenges in Remanding Official Misconduct Cases to Prosecution".
  • B. Odbayar, Judge of the Inter-sum First Instance Court of Govi-Altai Province: "Key Considerations in Distinguishing Corruption Crimes from Similar Offenses".
  • A. Batbaatar, Supervising Prosecutor of the Khovd Province Prosecutor's Office: "Accurate Determination of Damages and Consequences in Corruption and Official Misconduct Cases".    

The event proceeded with a panel discussion moderated by M. Nyambayar, Judge of the Khovd Province Court of Civil and Criminal Appeals. The panel featured:

  • Ch. Khosbayar, Justice of the Supreme Court, Presiding Justice of the Criminal Chamber, Ph.D.;
  • S. Soyombo-Erdene, Justice of the Criminal Chamber of the Supreme Court;
  • S. Omirbek, Chief Judge of the Bayan-Olgii Province Court of Civil and Criminal Appeals;
  • L. Altan, Chief Judge of the Uvs Province Court of Civil and Criminal Appeals.

In her closing remarks, N. Tuya, Chief Judge of the Khovd Province Court of Civil and Criminal Appeals, highlighted the conference's significance and emphasized the importance of stakeholder participation.

Participants included judges, prosecutors, and investigators from the Western Region (Khovd, Uvs, and Govi-Altai), alongside representatives from crime prevention agencies and local government officials.
