Academic Symposium Commemorates Milestones in NUM’s School of Law and Nagoya University Cooperation

An Academic Symposium titled "Fundamental Issues of Public and Private Law" was held on March 20, 2026, to celebrate the 25th Anniversary of the partnership between the School of Law at the National University of Mongolia (NUM) and the Graduate School of Law at Nagoya University, and the 20th Anniversary of the Research and Education Center for Japanese Law in Mongolia.

The event featured distinguished guests, including justices from the Constitutional Court and the Supreme Court of Mongolia, along with leading scholars from both nations.

During the Public Law session,  Ts. Tsogt, Justice of the Supreme Court of Mongolia, served as the primary commentator for Professor Ichihashi Katsuya’s presentation on "Three Methods of Judicial Review of Discretionary Acts and Substantive Review Methods in Japan." Justice Tsogt provided a comprehensive comparative analysis of theoretical methodologies for judicial review of administrative discretion within the context of Mongolian judicial practice.

Additionally, S. Sukhchuluun (Senior Lecturer at  Law, NUM) presented on the "Principle of Proportionality under Mongolian General Administrative Law," with B. Dulguun, Head of the Research Center at the Judicial Academy, serving as the commentator. B. Dulguun shared insights on the implementation of core administrative principles and the practical significance of proportionality in judicial proceedings.

The symposium concluded with remarks from Prof. Amarsanaa Batbold (Dean of NUM School of Law) and Prof. Murakami Masako (Director of CALE), reaffirming that the cooperation between the two institutions represents a strategic path toward mutual future growth.
